ABOUT
This is the Knowledge Base of the “Partners in Empowerment” (PiE)project with an overall objective of increased public accountability and effective policymaking towards sustainable development. PiE project was implemented from January 2015 to November 2018. The materials are collected from partners and organisations of PiE and are either created in the course of PiE, or are relevant to the topic.
The PiE project engaged with, supported and developed the capacity of 16 advocacy CSOs and their leading members in Armenia, Azerbaijan, Belarus, Moldova and Ukraine to (1) implement local projects that will monitor, study and assess the preparation of national and local budgets, the transparency of the use of public funds, and the provision of public services and procurements, and to (2) achieve maximum impact in citizen engagement for public policy making, good governance and fight against corruption.

ARMENIA
Title: Report on the Botanical Study of the Litck Mine Territory
Author: Ecological Right, Armenia
Description: The aim of the study is to reveal the botanical diversity of the territory of the Litchk mine and it is focused on the existence of species of plants included in the Red Book of the Republic of Armenia. The permit given for the exploitation of the Litchk mine was based on the expert conclusion on the impact of mining on the environment, in which it was stated that within the mining territory there were no species, included in the Red Book of Armenia. However, the study revealed that territory of the mine, which is located 1800-2000 meters above the sea level, has unique biodiversity.

Title: Recommendations aimed at the improvement of the allocation of subventions to communities

Title: Analysis of the Projects Implemented through Environmental Protection Subventions

Description: The report analyzes how many Armenian local communities received environment protection subventions from the state budget and how these subventions were used during the period from 2004 to 2017. These subventions are allocated to the communities based on the Law on Targeted Use of Environmental Fees Paid by Companies (entered into effect on January 1, 2002). The report revealed that during the whole mentioned above period no single inspection has been carried out by the relevant inspection bodies on how these subventions have been used and what outcomes and impact did they produce.

Title: Analysis of the Survey Results

Description: The goal of the survey was to find out to what extent the population of the communities, which are affected by environmental problems and receive subventions from state budget, are aware of the subventions allocated to them in 2004-2017, and, if yes, to what extent, in their opinion, these subventions met their needs and demands. The sample size of the survey was 600 respondents (with cluster size equal to 10 and number of clusters proportional to the size of the community population) randomly selected from 30 communities of Armenia, which received subventions in 2004-2017.

Title: Improving public oversight mechanisms over the State Budget: assessment of the current situation and solutions to the challenges

Description: The research paper takes a look at the state budget of Azerbaijan: its structure, how it operates, revenue sources and expenditures followed by explaining why transparency is important in this process with multiple examples.
